In the State of Illinois funding for education is at risk. Districts are faced with huge deficits. As a result, districts are forced to layoff teachers. Sanctions for educators

Students with disabilities

Do not remove accountability for students with disabilities by requiring reporting of only large groups (few parents of SWD care if there are only 3 or 5 people reported since larger numbers mean that schools can continue to deny FAPE and discriminate without accountability), by exempting alternative schools (in which many if not most are SWD who have been denied FAPE) from reconstitution, by continuing to believe what ...more »

Special Education Funds

School Districts should be held accountable on how they spend federal and state funding on special education students. The special education students with learning disabilities performance should be reflected in the school district's performance as a whole. An IEP should not determine how much funds an SD will spend on a child, since 99% of the time the child does not receive the services even with an IEP in place.

Every state is required to make an annual determination regarding implemenation of the Individuals with Disabilities Education Act (IDEA) for every local educational agency (LEA) within the state. I Would suggest that a phased in program of limiting federal money for states that decline to put the supervision of their university system in the hands of professional educators or, at the very least elected officials.
