i believe there should be a faster way to get our points through the Goverment and have them respond and people should communicate through the state goverment

This style of site is a good one, but you might take a few pointers from some other, similar sites. For example: http://brainstorm.ubuntu.com/ . They have three different options to vote: Disagree, Agree, and Abstain.
Beyond that, a mistaken mis-click is easily remedied, by clicking on another option. Sadly, I've already mis-clicked a couple ideas in this forum, so it would be handy to have.
There should be a forum administrator with a large knowledge background that could give feedback on each of these ideas so that a discussion could start. This "administrator" might be able to point out previous studies held that support or contradict a claim or obstacles that must be overcome to stimulate ideas in overcoming them. Instead of just having a share option for individual points (which additionally allows people to fairly easy not use the site for the intended purpose), also allow people to share this site more generally with an entire list of emails or on facebook. I'll probably just directly share this right now, but honestly didn't think about it until I wrote this up. Making things easier for people to share is always good. :)
Instead of just a post in one of the threads, try having the actual instructions for how people should be using this on the first page people see when going to this page.
I would like to see how many people have voted on each subject, and perhaps how many people have viewed it. The spread between the approve/disapprove does not tell us how many have voted on it. For example, you can have 100 people voting and there are 51 people approving of it and 49 people disapproving the difference (2) is the only number you see.
